Education systems that don't run a simple LMS like Moodle are 'behind the 8 ball'
Just like teachers we all access the internet via our mobile devices. The difference is that once logged in the LMS records what the student does, where they went in the LMS and collect any marks created by doing a quiz, discussion watch a video etc etc. Parents can also see their child's results in almost real time. School Attendance is going to become a grey area...if the student/teacher can do the work any where at any time. As well an LMS can create less need for old fashion reports....saving time and effort...but I know old habits die hard....here goes another 10 years wait.

Online administration is such an important decision to make for any school.
Knowing the difference between CMS, SMS, LMS and Google classroom takes some time to understand.

Google Classroom vs Moodle
Basically Google Classroom is a sharing Platform. Teachers that use Moodle can create an interactive quiz or tests (with drag and drop images) and many other sophisticated assessment tasks when needed. The back-end of Moodle can also create any statistics you could possibly wish for.
